The legacy sleep API doesn't go into the downstream sleep state immediately, but tries to minimize battery drain by not waiting for the Cellular module to turn off completely. This behavior is not only network interface and Wi-Fi related. Also, the Cellular module is on e.g. the radio, path sensor and all other subsystems. As a result, the module will drain power even when other modules are not using the Cellular module anymore.
The API available through the Cellular module also allows the user to control the cellular modem to start or stop. A preliminary analysis shows that the Cellular module does not power down completely. It drains a very limited amount of power but enough to get out of reset. The analysis also shows that this would be an issue when trying to minimize battery drain as the Cellular modem is still on.
You can get the sleeping state of the Wi-Fi module using the Wi-Fi API. Use the operating states to determine whether to request a soft reset, hard reset, or just reboot. In-app soft resets are deprecated and disallowed, unless the app is subscription-based or has previously been approved for in-app resets. What this means, is that if you try to use the Wi-Fi API to create a soft reset, it will silently fail if you’re, for example, a premium subscriber. d2c66b5586
